I loaded the game but have no idea what to do. Load dictionary? 1st Player, 2nd player?

What version? Basically you should search for the configuration and load a dictionary and pick your letter set. The "start new game" dialog allows to play against other people (hot seat mode) or the computer. Drag pieces from the rack onto the board and form a proper word, click "next player" to continue. The online help for the outdated version 3.1 is available at https://scrabble.sourceforge.net/wiki/ . Feel free to ask any questions here.
